Welfare: Savings not Taxation

Public healthcare and retirement programmes are putting pressure on government budgets around the world. The search for treating illness at a lower cost without compromising quality is becoming urgent. In this paper, the authors propose an original response to these problems. They show how tax cuts can be designed to help establish compulsory savings accounts so that a publicaly funded welfare system can be changed into one that relies largely on private funding.
